The new Chapter 160D of the North Carolina General Statutes consolidates current city- and county-enabling statutes for development regulations (now in Chapters 153A and 160A) into a single, unified chapter. Chapter 160D places these statutes into a more logical, coherent organization.

Minimum Housing works to protect the health, safety and welfare of residents by ensuring that all properties are maintained in a safe and habitable condition, and are in compliance with the minimum standards of fitness established by your Minimum Housing Ordinance.


  • SCEI Enforcement has created a system that allows our (certified housing code officials) agents to follow, insuring that a step is never omitted during the process of demolition.
  • Every step is taken to ensure the municipality is covered and protected against law suites that may come from family members or others down the road.
  • Since 2013 SCEI has preformed over 300 demolitions or repairs within the municipalities we serve in North Carolina
  • Less than 10 percent of these repairs or demolitions were paid for by the town or city. This number represents the way we work with property owners during the demolition process.
  • SECI has great demolition contractors that work hand in hand with our agents to complete the demolitions in a professional and timely manor.

The term public nuisance covers a wide variety of minor to major violations that threaten the health, safety, comfort, convenience, or welfare of a community.  A  public  nuisance  is  a  violation that affect others in a number of ways.  It  is  an  act  or  omission  that  obstructs,  damages,  or  inconveniences  the  rights  of  the community and in most cases affects the surrounding property values. SCEI enforces your Ordinances in a professional, efficient and effective manor. Our new, improved state of the art software allows us to prepare our Notice of Violation Letters on site so a notice can be hand delivered or posted on the property at the time of our initial inspection. This alone has shortened the time a violation exist. It also shortened the time that is needed per violation. By being more efficient and effective it has saved many hours of time which in turn saves the municipalities money.
