SCEI’s team of planners has extensive experience serving local governments in North Carolina with their planning, development administration and regulatory functions. Having worked in a variety of municipal and county environments from small to large, SCEI’s planners are equipped to fulfill the temporary or supplemental needs of local governments for planning services, development review, studies, and ordinance amendments. The SCEI planning team is prepared to assist towns, cities and counties in revising their development ordinances and land use plans to conform with the requirements in the recently enacted Chapter 160D in the North Carolina State Statutes governing planning, zoning and other development related activities.

Paul has over 45 years of experience as a professional city and regional planner for local governments. He retired in 2018 as Director of Planning and Development Services for Winston-Salem and Forsyth County, after having served there for over 19 years. Previously, he was City-County Planning Director in Durham, NC, where he had been for over 18 years and during the time period in which Durham undertook its transformation from a tobacco and textile manufacturing economy to a knowledge-based economy. During his tenure in both Winston-Salem and Durham, Paul directed efforts to produce award-winning comprehensive plans and area plans emphasizing growth management, revitalization, and citizen input; as well as zoning and development regulations which implemented adopted plans and community goals. Prior to his service in North Carolina, he was Director of Current Planning for Fort Wayne, IN, and began his career as a planner at the Augusta-Richmond County GA Planning Commission. Paul has a Master's degree in City and Regional Planning from Southern Illinois University, Edwardsville, and a Bachelor's degree in Geography from Valparaiso University. He also has certificates in Municipal Administration and Effective Management from the School of Government at UNC-Chapel Hill. Paul is a charter member of American Institute of Certified Planners (AICP) and was inducted into the AICP College of Fellows in 2006.

Jill Wood, a 33-year veteran of Randolph County Government and the County Planning Department retired on February 1, 2018. Jill made valuable contributions to all areas of Randolph County planning and development to include: countywide zoning, watershed/ flood zone management, strategic planning, countywide 911/addressing, subdivision review and zoning ordinance and growth management development, research and design for the ordinance of Randolph County’s first use of “citations” for land use and zoning enforcement. Jill’s greatest accomplishment involved the development of the Randolph County Central Permitting system. This was the first such central system in North Carolina and was recognized by the North Carolina Association of County Commissioners as a “NC Outstanding County Program.”
Since retirement, Jill has worked as a Planning & Zoning Consultant for the Towns of Ramseur and Staley. She has written revisions to the Ramseur Zoning Ordinance and written Watershed regulations and Code Enforcement regulations for the Town of Ramseur. She has written a new Zoning Ordinance and Watershed Ordinance for the Town of Staley. She has also written Staley’s first Land Use Plan and their first Nuisance Ordinance.

Jay Dale has over 26 years of experience in planning and code enforcement with Randolph County Government and the City of Asheboro. After receiving a BA in political science from NC State University, Jay began his career in planning in the Community Development Department of the City of Asheboro. There he conducted annexation studies and worked with various grant programs in low-income areas. Jay began his career in Randolph County in code enforcement and began working in planning soon afterwards, and later became Planning Director. Jay has worked with strategic planning, zoning ordinance development, watershed, and code enforcement procedures. He is a certified planner with the American Institute of Certified Planners (AICP) and holds certifications as a CFM (Certified Floodplain Manager) and CZO (Certified Zoning Official).

Roger is originally from California and graduated from UC Berkeley. He attended Michigan State University and received a Master’s degree in Urban and Regional Planning. He worked at an engineering firm in Roanoke, VA where he learned a lot about infrastructure. He assisted small towns and rural counties while at the Piedmont Triad Regional Council. He moved to Colorado and worked for one of the five counties in the Denver Metro Area. He came back to Greensboro and went to work for Guilford County. There he had a dual career, doing current and long-range planning and at the same time he started a parks and recreation program.
He specializes in trails and greenways and have hiked, cycled, constructed and maintained trails throughout Guilford and Alamance counties. During the current Covid-19 situation it has been gratifying to see our trails get so much use. Good for both mental and physical health.

Carrie directed Town and County planning departments for the last six years of her 20-year planning career. She has comprehensive experience with planning and building including ordinance writing, growth management plans, zoning administration and enforcement, building permitting and inspections, and the review and approval of subdivisions and site plans. She is accomplished at making presentations and facilitating Technical Review Committees, Planning Boards, Boards of Adjustment, and worked in historic preservation programs. Carrie’s contributions to community planning include ordinance writing for emerging land uses, development of the first Comprehensive Plan for the Town of Summerfield, helping to facilitate regional trail systems, Land Use Plan for Rockingham County promoting economic development and recreational goals, and preparing base facilities for Army troop and equipment moves in Germany. Carrie describes herself as a problem solver and collaborator of people and plans; connecting planning, programs, policy, and regulation across stake holder interests.

Kirk does part-time work for SCEI Planning during his off-hours.
Kirk received his Bachelor's degree in architecture from UNC-Charlotte, followed two years later by his Master's degree in architecture also from UNC-C. For over seventeen years, he has worked for the City-County Planning and Development Services Department in Winston-Salem, beginning at the position of Planner and advancing over the years to Project Planner, Principal Planner, and Deputy Director positions. Kirk has worked on many comprehensive and small area plans during his tenure there, including the APA Daniel Burnham Award-winning Legacy 2030 Comprehensive Plan. He has been the author of numerous text amendments to the 1995 Unified Development Ordinances during his tenure. Kirk also recently took a leadership role in managing a consulting firm and process to do a major update of the Unified Development Ordinances for Winston-Salem/Forsyth County, which was adopted in 2020. For SCEI, he made significant contributions with design-related recommendations and text drafting to the China Grove UDO revision, and he has been the principal consulting planner in completing the Land Development Ordinance re-write for the Town of Elon. Kirk is a member of the American Institute of Certified Planners.
